Kimberly Madsen

​Kimberly Madsen is a Senior Financial Analyst for the State of Utah Legislature. She is also pursuing a Ph.D. in Public Affairs at Indiana University, where she researches how gender, ethnicity, and corruption affect citizen perceptions of the legitimacy of Kosovo Police in addressing domestic violence and ​ethnically-motivated hate crimes. Her service positions include former Governance Chair for the Utah Global Diplomacy Board of Directors, member of the National Conference of State Legislatures Task Force on International Relations, advisor for the U.S. Global Leadership Coalition Utah Advisory Committee, and Founding Council Member for the Rumsfeld Foundation Alumni Leadership Council. Kimberly was a Rumsfeld Fellow for two consecutive years and a Fellow for the Kosovar Centre for Security Studies in Pristina, Kosovo, where she worked on police integrity and prevention of violent extremism. In addition, she completed a Master of Public Diplomacy at the University of Southern California, a Master of Slavic Linguistics at Indiana University, and a Master of Public Administration and Bachelor in Russian at Brigham Young University. Her professional experience includes working as an analyst for the U.S. Government Accountability Office and as a Director of International Outreach for a foundation. She speaks Russian and has studied Bosnian/Croatian/Serbian, Ukrainian, and Estonian and enjoys hiking, traveling, and spending time with her two children.
