Guest Speaker: Ambassador Nguyen Quoc Dzung

Ambassador Nguyen Quoc Dzung was born in 1964 in Ha Noi. With more than 30 years working in the Foreign Service, he has held various positions and built up a wide range of experiences, especially in international integration, bilateral and multilateral diplomacy, international economic affairs, and human resources management and development.

He was appointed by President Nguyen Xuan Phuc as the seventh Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to the United
States of America in January 2022. He arrived in Washington, D.C. on February 16, 2022. From 2016 to February 2022, Ambassador Nguyen Quoc Dzung served as Deputy Foreign Minister, Ministry of Foreign Affairs (MOFA) of the Socialist Republic of Viet Nam, SOM ASEAN Leader of Viet Nam. From 2011 to 2016, Ambassador Nguyen Quoc Dzung held the position of Assistant Minister of Foreign Affairs, Director General of Organization and Personnel Department and Director General of Economic Affairs Department. From 2007 to 2011, Ambassador Nguyen Quoc Dzung was Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Viet Nam to Hungary, accredited to Croatia, Bosnia and Herzegovina and Albania. From 2005 to 2007, Ambassador Nguyen Quoc Dzung held several positions including Acting Director General of the Department of Organization and Personnel, Acting Director General then Director General of the APEC 2006 National Secretariat, and Director General of the Ministry Leader’s Advisory Group, MOFA. From 2003 to 2005, Ambassador Nguyen Quoc Dzung served as Deputy Director General, Deputy Chief of the Ministry’s Cabinet, Secretary of the Minister of Foreign Affairs, MOFA. From 2002 to 2003, Ambassador Nguyen Quoc Dzung was Deputy Director General of the Organization and Personnel Department, MOFA. From 1999 to 2002, Ambassador Nguyen Quoc Dzung was Desk Officer, MOFA. From 1996 to 1999, he was Attaché and then Third Secretary at the Embassy of the
Socialist Republic of Viet Nam in the Federal Republic of Germany. From 1990 to 1996, Ambassador Nguyen Quoc Dzung was Desk Officer, Europe II Department (now Europe Department), MOFA.
Ambassador Nguyen Quoc Dzung graduated from the Institute for International Relations (now the Diplomatic Academy of Viet Nam) in 1984. He attended the “Russian Language Intensive Training Course” at Kiev University, Ukraine from 1986 – 1987 and obtained a Master in International Studies at Birmingham University, United Kingdom from 1993 –1995. He is fluent in English. Other languages include Russian, French, and German (for general communication). Ambassador Nguyen Quoc Dzung is married to Mme. Tran Thi Bich Van and has two children.

Đại sứ Nguyễn Quốc Dũng sinh năm 1964 tại Hà Nội. Với hơn 30 năm làm việc trong ngành Ngoại giao, ông đã trải qua nhiều vị trí công tác khác nhau liên quan đến các lĩnh vực hội nhập quốc tế, ngoại giao song phương và đa phương, nghiên cứu kinh tế quốc tế, chính sách đối ngoại và công tác xây dựng ngành. Ông được Chủ tịch nước Nguyễn Xuân Phúc chỉ định làm Đại sứ đặc mệnh toàn quyền
nước Cộng hòa XHCN Việt Nam tại Hợp chúng quốc Hoa Kỳ vào tháng 1/2022. Ông bắt đầu nhiệm kỳ công tác trên cương vị Đại sứ từ ngày 16/2/2022. Từ năm 2016 đến tháng 2/2022, Đại sứ Nguyễn Quốc Dũng giữ chức vụ Thứ trưởng Bộ Ngoại giao, Trưởng SOM ASEAN Việt Nam. Từ năm 2011 đến năm 2016, Đại sứ Nguyễn Quốc Dũng giữ chức Trợ lý Bộ trưởng Bộ Ngoại giao, kiêm Vụ trưởng Vụ Tổ chức cán bộ sau khi là Vụ trưởng Vụ Tổng hợp Kinh tế. Từ năm 2007 đến năm 2011, Đại sứ Nguyễn Quốc Dũng là Đại sứ đặc mệnh toàn quyền nước CHXHCN Việt Nam tại Hungary, kiêm nhiệm Croatia, Bosnia và Herzegovina và Albania.


Từ năm 2005 đến năm 2007, Đại sứ Nguyễn Quốc Dũng lần lượt giữ chức Quyền Vụ trưởng Vụ Tổ chức Cán bộ, Quyền Vụ trưởng rồi Vụ trưởng Ban Thư ký APEC Quốc gia 2006 và Vụ trưởng Nhóm Tư vấn Lãnh đạo Bộ Ngoại giao. Từ năm 2003 đến năm 2005, Đại sứ Nguyễn Quốc Dũng là Phó Vụ trưởng, Phó Chánh Văn phòng Bộ, Thư ký Bộ trưởng Bộ Ngoại giao. Từ năm 2002 đến năm 2003, Đại sứ Nguyễn Quốc Dũng là Phó Vụ trưởng Vụ Tổ chức Cán bộ, Bộ Ngoại giao. Từ năm 1999 đến năm 2002, Đại sứ Nguyễn Quốc Dũng là chuyên viên Bộ Ngoại giao. Từ năm 1996 đến năm 1999, ông là Tùy viên và sau đó là Bí thư thứ ba tại Đại sứ quán nước Cộng hòa xã hội chủ nghĩa Việt Nam tại Cộng hòa Liên bang Đức. Từ năm 1990 đến năm 1996, Đại sứ Nguyễn Quốc Dũng là chuyên viên, Vụ Châu Âu II (nay là Vụ Châu Âu), Bộ Ngoại giao. Đại sứ Nguyễn Quốc Dũng tốt nghiệp Học viện Quan hệ Quốc tế (nay là Học viện Ngoại giao Việt Nam) năm 1984. Ông học tiếng Nga tại Đại học Kiev, Ukraine từ năm 1986 -1987 và tốt nghiệp Thạc sĩ Quốc tế tại Đại học Birmingham, Vương quốc Anh năm 1995. Ông thông thạo tiếng Anh, giao tiếp bằng tiếng Nga, Pháp, Đức. Đại sứ Nguyễn Quốc Dũng kết hôn với Bà Trần Thị Bích Vân và có hai người con./.

Guest Speaker: Dr. Andrew Wells-Dang

Andrew Wells_Utah Global DiplomacyDr. Andrew Wells-Dang, U.S. Institute of Peace

Dr. Andrew Wells-Dang leads the Vietnam War Legacies and Reconciliation Initiative at the U.S. Institute of Peace and contributes to other projects on Southeast Asia. Dr. Wells-Dang joined USIP following over 15 years of experience with international nongovernmental organizations in Vietnam, including as Oxfam’s senior governance advisor and Catholic Relief Services’ country representative. He has also worked in China, Cambodia, and Laos. In these roles, he designed and led programs in education, disability rights, UXO/landmine risk reduction, environmental and health policy advocacy, and judicial reform with a range of Vietnamese governmental and non-state partners.

Dr. Wells-Dang's Washington experience includes his most recent role as deputy director for advocacy strategy and learning at CARE USA and Washington representative for the Fund for Reconciliation and Development. His research interests include U.S.-Vietnam relations, war legacies, land rights, civil society and governance.

Dr. Wells-Dang holds a doctorate in political science from the University of Birmingham and a master’s in social change and development from the Johns Hopkins School of Advanced International Studies. He is the author of Civil Society Networks in China and Vietnam (Palgrave Macmillan). He is fluent in Vietnamese and proficient in Mandarin, French, and German.

Moderator: Dr. Stormy Shepherd

Vietnam Ambassador_Utah Global DiplomacyDr. Stormy Shepherd, Faculty at the University of Utah and Utah Valley University 

Dr. Stormy Shepherd is an instructor at the University of Utah and Utah Valley University teaching courses on the U.S and Vietnam in the 20 th Century. Dr. Shepherd’s area of expertise is the American War in Vietnam with a focus on music’s impact on social movements and policy, as well as transnational cultural exchange. Over the past year, Dr. Shepherd co-taught a course at the Univ. of Utah titled, “In Retrospect: Legacies of the American/Vietnam War from Diverse Perspectives,” with Dr. Kim Korinek Sociologist and Director of the Univ. of Utah’s Asia Center, and Dr. Nam Nguyen Fulbright University Ho Chi Minh City (FUV). This course followed a COIL
(Collaborative International Online Learning) method with a collaborative and learning abroad component that included Fulbright University students in Vietnam. Dr. Shepherd traveled with Univ. of Utah students to Vietnam where they met with FUV students, engaged with guest speakers, and traveled throughout the northern and southern regions of Vietnam to learn the country’s history, culture, and impacts of the war. The students from both universities worked closely to develop projects that highlight the war’s legacies and our intertwined histories with an approach to further reconciliation.

Dr. Shepherd is a small business owner (Leave Home Booking) for the past 33 years working in the music industry where she exclusively represents over 50 international touring artists. She is the Vice President of the National Independent Talent Organization (NITO) where she actively participated in the writing and passage of the SVOG Program (Shuttered Venue Operators Grant) of $16 billion to the hardest hit small businesses during the pandemic. Dr. Shepherd is currently working with a coalition of live event industry organizations joining the White House initiative to eliminate “junk fees” and price gouging on live event tickets. Dr. Shepherd has combined her history expertise and love of Vietnam with her experience and achievements in the music industry and looks for opportunities to advance reconciliation and dialogue between our two countries.
